DEPARTMENT SOUTHERN RAILWAY SYSTEM - STANDARD PROCEDURE - TITLE: FLAGGING (Motor Cars) 7-15-75 ALL PREVIOUS PROCEDURES AND INSTRUCTIONS IN CONFLICT HEREWITH ARE SUPERSEDED TO THE EXTENT OF THE CONFLICT UPON RECEIPT OF THIS PROCEDURE. *ON SOUTHERN RAILWAY SYSTEM, INSPECTION CARS ONLY MAY USE LINE UP INFORMATION FOR MOVEMENT AUTHORITY. 1. The following rules apply directly to movement of inspection car on Line-Up: GR-25 533 825 81 807 92 824 2. Before an inspection car may be operated on line-up authority, permission must be obtained from dispatcher. 3. Line-Ups are valid until expired. An expired Line-Up conveys NO authority to occupy the track. 4. An inspection car line-up may be updated by communication with the dispatcher, conductor or engineer of a train or the employee in charge of another inspection car. The update information must be recorded on the reverse side of the Line-Up. 5. Line-Ups do not contain information about all movements within yard limits 6. The employee in charge of an inspection car must clear the main track in accordance with Rule 824. 7. Failure to clear the main track by the prescribed time requires protection against the train(s) not cleared. CONDITIONAL STOP SIGNS - Form "Y" Order. A. General: 1. CONDITIONAL STOP SIGNS with Form "Y" train order offers the most positive type protection available with less use of man power than live flagging. For this reason CONDITIONAL STOP SIGNS should always be used whenever advance planning and the following instructions allow. 2. Rule 110 and the Form "Y" Order on Page 90 of the rule book apply directly to the use of CONDITIONAL STOP SIGNS (See Page 57, Rule Book). B. Limitations of use of CONDITIONAL STOP SIGNS. 1. CONDITIONAL STOP SIGNS can only be used on dark railroad or in Automatic Block Signal territory. It cannot be used in TC or remote control territory. 2. CONDITIONAL STOP SIGNS must not be used within or embracing ANY yard limit territory unless each of the following conditions is met: a. No yard crew ever works in the yard limits. b. No road train originates, terminates, or will turn back within the yard limits which fact must be protected each day by Chief Dispatcher before authorizing issuance of the Form "Y" Order. c. There is no junction with a connecting division, or with a foreign railroad within the yard limits. d. No other track or route exists on which a train or engine could enter the main track between the CONDITIONAL STOP SIGNS. 3. A CONDITIONAL STOP SIGN being used by one gang must not overlap or stand within the limits of a similar sign being used by another gang. C. Operation of CONDITIONAL STOP SIGN 1. Maintenance of Way Foreman who is to be named in the train order will arrange the day before, direct with the Chief Dispatcher. Foreman will use the CONDITIONAL STOP SIGN Transmittal, Form 1230 when handling with Chief Dispatcher. If signs are to be placed in the vicinity of a junction, it may be necessary to handle with Chief Dispatcher on two divisions.
